    The photograph depicts part of Government Street with a carriage heading north. The James Bay tidal flats have been filled in and the initial framework of the Empress Hotel are visible. Tenders were advertised for the hotel in late Oct 1904 with a deadline of late Dec 1904.

    • BIOGRAPHICAL SUMMARY: In 1900 he was working as a minister in East Kittitas, WA. After working as a photographer in Enterprise, OR, in the early 1900s, he moved to North Yakima where he continued to photograph until at least 1910. When he married for a subsequent time, he was a widower working as a mill worker and living in Portland, OR. By 1913 he was once again a photographer in Portland, OR, and then turned his hand to cabinet making.
