    • STATUS: Amateur.
    • BIOGRAPHICAL SUMMARY: He is supposed to have been the first electrician in Victoria; he arrived in 1889 and was apprenticed in 1894. The 1892 directory showed him working as a messenger for the David Spencer Store. He was first listed as an electrician in the 1897 directory. Bertram was the brother of Kathleen Howell.
